Your telegram 8th February Propaganda
Committee propose to continue propaganda on existing
lines for purposes of British Trade. Committee can at reasonable cost translate trade lists etc., reproduce in Chinese address individually and send through the
post to 35,000 Chinese in Chinese territory and 4,000
HongKong. Committee arranging advertisement of bureau Britishers can advertise in up to 60 Chinese papers
through bulletin paying nett cost of advertisement only
Committee translating and checking insertions. This if
developed will give bulletin hold on Chinese Press.
Only Chinese papers which agree to publish bulletin
will be on list for British advertisement. Bulletin
now in touch with about sixty Chinese newspapers.
Coleman's offer weekly article three guineas per week for twenty six weeks accepted. Articles, should show advantages of British trade methods and benefits accruing to China by expansion of British trade. Instruct
